第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代(dai)會第一次會議(yi),共收到提(ti)案(an)(an)表126份,經(jing)提(ti)案(an)(an)委(wei)員(yuan)會專題(ti)會議(yi)審議(yi)后,歸(gui)類整理出64件提(ti)案(an)(an)、31個(ge)意見和建(jian)議(yi)、5個(ge)不立案(an)(an)議(yi)題(ti)。

  具體情況(kuang)如下(xia):(一(yi)(yi))對(dui)符(fu)(fu)合(he)(he)黨(dang)和(he)國家政策法(fa)規,學(xue)校(xiao)(xiao)有(you)(you)條(tiao)件(jian)(jian)辦理(li)(li),又確(que)實需要辦理(li)(li)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)委(wei)員(yuan)會將80個議(yi)題整理(li)(li)合(he)(he)并為64個正式提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an);(二)對(dui)一(yi)(yi)些不(bu)(bu)(bu)(bu)符(fu)(fu)合(he)(he)立案(an)(an)(an)(an)(an)要求但有(you)(you)參(can)考價值的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)委(wei)員(yuan)會將41個議(yi)題匯總整理(li)(li)為31個意見(jian)和(he)建(jian)(jian)議(yi),匯總后轉送有(you)(you)關職能(neng)部(bu)門,逐條(tiao)向(xiang)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)人(ren)(ren)回復;(三)對(dui)屬于(yu)個人(ren)(ren)問(wen)題提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)、或(huo)提(ti)(ti)(ti)(ti)(ti)出(chu)的(de)(de)(de)(de)問(wen)題正確(que),但已經解決(jue)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),以及一(yi)(yi)時沒有(you)(you)條(tiao)件(jian)(jian)解決(jue)的(de)(de)(de)(de),可(ke)向(xiang)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)人(ren)(ren)做出(chu)解釋的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an),則不(bu)(bu)(bu)(bu)予(yu)立案(an)(an)(an)(an)(an)。(四)5個不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)議(yi)題:第(di)一(yi)(yi),關于(yu)為來深探(tan)望子女的(de)(de)(de)(de)父母提(ti)(ti)(ti)(ti)(ti)供臨(lin)時住所(suo)的(de)(de)(de)(de)建(jian)(jian)議(yi)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)原(yuan)因(yin):學(xue)校(xiao)(xiao)西麗湖校(xiao)(xiao)區設有(you)(you)招待(dai)所(suo),可(ke)以滿足需求;第(di)二,關于(yu)建(jian)(jian)議(yi)學(xue)校(xiao)(xiao)為各二級學(xue)院單(dan)位配備(bei)急救(jiu)箱的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)原(yuan)因(yin):急救(jiu)工作涉(she)及面廣,針對(dui)性強(qiang),需要有(you)(you)資質的(de)(de)(de)(de)醫護人(ren)(ren)員(yuan)正確(que)規范操作,建(jian)(jian)議(yi)將突發(fa)情況(kuang)及時報告醫務室或(huo)校(xiao)(xiao)外醫療機構(gou)處置(zhi);第(di)三,關于(yu)清理(li)(li)辦公室毀壞桌(zhuo)椅(yi)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)原(yuan)因(yin):無明(ming)確(que)地點(dian);第(di)四,關于(yu)修(xiu)剪學(xue)校(xiao)(xiao)內(nei)路邊的(de)(de)(de)(de)樹枝(zhi)的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)原(yuan)因(yin):屬于(yu)明(ming)喆物業綠化管理(li)(li)日常工作;第(di)五,關于(yu)校(xiao)(xiao)門增加校(xiao)(xiao)區標識,設計考慮建(jian)(jian)筑風(feng)水的(de)(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)。不(bu)(bu)(bu)(bu)立案(an)(an)(an)(an)(an)原(yuan)因(yin):不(bu)(bu)(bu)(bu)符(fu)(fu)合(he)(he)一(yi)(yi)事一(yi)(yi)議(yi)原(yuan)則,其中一(yi)(yi)事提(ti)(ti)(ti)(ti)(ti)法(fa)亦不(bu)(bu)(bu)(bu)妥當(dang)。

  二、提案受理情況

  在落(luo)實提(ti)案辦理的過程中,學校工(gong)會多次召開(kai)提(ti)案工(gong)作委員會會議,及時與有關的職能部(bu)門(men)進行溝通,完成提(ti)案處理落(luo)實工(gong)作。

  64件提案涉及到(dao)教學、科研、學生(sheng)、人事、行政教輔、生(sheng)活服務及其它等(deng)7個方(fang)面。其中(zhong)“(一(yi))制作佩戴校徽(hui);(二(er))開(kai)設“書(shu)院(yuan)論壇”;(三)推進解決教職工集資款;(四)進一(yi)步完善(shan)校園無(wu)線(xian)網絡覆蓋;(五)新增校區電瓶車、方(fang)便(bian)師(shi)生(sheng)員工出行”等(deng)5件提案確定(ding)為(wei)2013年度學校為(wei)教職工辦理(li)的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提案(an)委(wei)員會是(shi)雙(shuang)代會提案(an)落實的(de)(de)最基本的(de)(de)工作組織。本著“提醒(xing)重視,溝通交流,推動進程”的(de)(de)工作原則,對與多部門(men)相關的(de)(de)提案(an),注重組織協調;對常規提案(an),逐(zhu)一跟(gen)蹤(zong)檢(jian)查。一年來,在校(xiao)分管領導的(de)(de)指導、各部門(men)支持、以及全(quan)體委(wei)員和校(xiao)工會共同努力下,較好地(di)履(lv)行(xing)了職責,順利地(di)完成了工作任務。

  1.做(zuo)好提案宣傳(chuan)工(gong)作,使廣大教職工(gong)和雙代(dai)(dai)會代(dai)(dai)表加深對提案價值的(de)認識:即提案是雙代(dai)(dai)會廣泛聯系群眾(zhong)、集(ji)中群眾(zhong)智(zhi)慧、吸引教職工(gong)參(can)與學校民主(zhu)管(guan)理(li)和民主(zhu)監督(du)的(de)一個重要途(tu)徑。

  2.保(bao)證提案調研時(shi)間。嚴(yan)格(ge)執行雙代(dai)會(hui)相關規定(ding),督(du)促代(dai)表(biao)樹(shu)立(li)群(qun)眾(zhong)意識,平時(shi)注(zhu)意群(qun)眾(zhong)反(fan)映,為提案準備(bei)信(xin)息資源,及時(shi)反(fan)映教(jiao)職工(gong)的意見和建議。

  3.準確把握提案的立案。凡是(shi)(shi)(shi)按要求提交的提案表,原則(ze)上(shang)都予以立案。對于沒有(you)立案的提案,即使是(shi)(shi)(shi)個案或(huo)建(jian)議(yi),本(ben)著實事求是(shi)(shi)(shi)的態(tai)度認真對待和處理。

  4.不斷提(ti)高提(ti)案辦(ban)(ban)理(li)的(de)質量。一(yi)是規(gui)范(fan)提(ti)案辦(ban)(ban)理(li)的(de)程序(xu);二(er)是加(jia)大(da)督辦(ban)(ban)的(de)力(li)度,跟(gen)蹤落實,確保能解決(jue)的(de)問題及時解決(jue)。一(yi)些(xie)因客觀原(yuan)因一(yi)時做不到的(de),則做好(hao)解釋工作,真(zhen)正做到案案有回音,件(jian)件(jian)有交待。

  5.推動承辦(ban)(ban)單位(wei)實施“一把手”工程,確(que)保交出(chu)滿意(yi)“答卷”。在提(ti)案(an)辦(ban)(ban)理過程中(zhong),絕大多(duo)(duo)數(shu)承辦(ban)(ban)單位(wei)一把手親(qin)自(zi)負責(ze),親(qin)自(zi)過問,從嚴要求、從快(kuai)辦(ban)(ban)理,表現出(chu)對學校(xiao)事業(ye)高度負責(ze)的態度。人(ren)(ren)事處承辦(ban)(ban)提(ti)案(an)14件(jian)、意(yi)見和建(jian)議(yi)5個(ge)(ge);后(hou)勤(qin)基(ji)建(jian)處承辦(ban)(ban)提(ti)案(an)11件(jian)、意(yi)見和建(jian)議(yi)12個(ge)(ge)。此類提(ti)案(an)大多(duo)(duo)是民生(sheng)(sheng)話題,直接(jie)關系到(dao)師(shi)生(sheng)(sheng)員(yuan)工的切身(shen)利益(yi)。在接(jie)到(dao)提(ti)案(an)后(hou),兩個(ge)(ge)部門負責(ze)人(ren)(ren)分別(bie)帶領有關人(ren)(ren)員(yuan),認真(zhen)分析原(yuan)因,限時辦(ban)(ban)理,并加強與提(ti)案(an)人(ren)(ren)溝通(tong),爭取(qu)提(ti)案(an)人(ren)(ren)的理解和支持。

  至2013年(nian)底,在(zai)各(ge)承辦部(bu)門的(de)大力支持和(he)配合(he)下,已全(quan)部(bu)答(da)復提案人。承諾(nuo)為教職(zhi)員工(gong)辦的(de)年(nian)度5件實事(shi)中,書院(yuan)(yuan)論壇(tan)開始運作(zuo);電瓶車新增了(le)3輛;校徽(hui)在(zai)進一(yi)步的(de)改進;校園(yuan)無(wu)線網絡在(zai)進一(yi)步的(de)完(wan)善(shan);教職(zhi)工(gong)集資(zi)款這一(yi)歷(li)史遺(yi)留(liu)問題正在(zai)處(chu)理中,學(xue)校一(yi)如既往積極(ji)與上海思(si)博職(zhi)業技(ji)術(shu)學(xue)院(yuan)(yuan)聯(lian)系,責(ze)成校內有關公司按公司法合(he)法、合(he)理、合(he)情(qing)地(di)予以解決。3月20日,上海思(si)博職(zhi)業技(ji)術(shu)學(xue)院(yuan)(yuan)黨政主要領導帶隊(dui)來校尋求解決途徑。我們將繼續(xu)跟蹤推進,確(que)保(bao)教職(zhi)工(gong)的(de)合(he)法權益。

  綜上(shang)所述,上(shang)次會議64件(jian)提案中,不宜采用和難以(yi)落(luo)(luo)實(shi)的(de)共10項(xiang),占(zhan)15.6%;其余54件(jian),已經落(luo)(luo)實(shi)和正在落(luo)(luo)實(shi)的(de)48件(jian),占(zhan)75.0%;還(huan)有(you)正在論證,經過(guo)努力(li)可以(yi)完成的(de)6件(jian),占(zhan)9.4%。

  提案(an)(an)委員會向提案(an)(an)人(ren)發(fa)出《提案(an)(an)反饋意(yi)見評(ping)(ping)價(jia)(jia)表》,對職能部門(men)承辦的64個提案(an)(an)給(gei)出“滿(man)意(yi)”、“不(bu)滿(man)意(yi)”、“無所謂”的評(ping)(ping)價(jia)(jia)意(yi)見。統計結果為:2個提案(an)(an)被(bei)評(ping)(ping)“無所謂”,5個提案(an)(an)被(bei)評(ping)(ping)“不(bu)滿(man)意(yi)”,57個提案(an)(an)都(dou)被(bei)評(ping)(ping)為“滿(man)意(yi)”,提案(an)(an)反饋意(yi)見的滿(man)意(yi)度(du)為89.1%。

  五、存在問題和今后的打算

  提案工作與過去相比有進(jin)步(bu),但仍然存(cun)在一些問題(ti)和不足。

  1.個別(bie)提案承辦(ban)部門對(dui)所辦(ban)理的提案重(zhong)視程(cheng)度不夠,辦(ban)理過程(cheng)拖拉,辦(ban)理質(zhi)量不高。

  2.雙(shuang)代會代表提案(an)工作(zuo)水平有待提高(gao),特別(bie)是提案(an)撰寫比(bi)較(jiao)集中民生(sheng)福利,而(er)對學校發展大局關注(zhu)度不夠。

  針對存(cun)在(zai)的問題,我們提出(chu)改(gai)進工(gong)作(zuo)(zuo)的措施:(1)加(jia)強(qiang)與提案承辦部門(men)溝通,提升他(ta)們對提案落(luo)實工(gong)作(zuo)(zuo)重要性(xing)的認識;(2)在(zai)可能的條件下,對雙代(dai)會代(dai)表進行提案方面的培訓學習,提高(gao)提案工(gong)作(zuo)(zuo)水平。

  六、總結表彰

  經工會(hui)(hui)委員會(hui)(hui)評選(xuan),2013年度(du)4個“優(you)秀提案”和2個“提案承辦先進單位(wei)”分別(bie)是:

  第一,鄭永森、張臻、蘇(su)文代表提(ti)(ti)出(chu)的(de)“開設‘書院(yuan)講壇’,推進(jin)書院(yuan)制改(gai)革和文化育人工(gong)作”;第二(er),麻小紅、魯林華(hua)、施蓓、朱方來、鮑薇薇、邱浩(hao)、肖景文、王群、張雷代表提(ti)(ti)出(chu)的(de)“公(gong)布學校(xiao)(xiao)教(jiao)師集資款運(yun)營狀態”;第三(san),郭剛、吳鋒(feng)、余(yu)菲(fei)、李放(fang)、尹向(xiang)東、陳燕(yan)代表提(ti)(ti)出(chu)的(de)“將無線網絡覆(fu)蓋整個校(xiao)(xiao)區”;第四(si),袁述義、楊燕(yan)云(yun)、文小龍代表提(ti)(ti)出(chu)的(de)“制作佩戴(dai)校(xiao)(xiao)徽”。

  2013年度2個(ge)“提案承辦先進單位”分別是人(ren)事處(chu)、后勤基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校(xiao)《教職工(gong)(gong)代表大(da)會(hui)工(gong)(gong)作細則》和(he)工(gong)(gong)會(hui)的(de)有關規定,校(xiao)工(gong)(gong)會(hui)于今年3月初向(xiang)學(xue)校(xiao)提交(jiao)了“關于召開第五(wu)屆(jie)教代會(hui)暨第六屆(jie)工(gong)(gong)代會(hui)第二次會(hui)議的(de)請示”,并于3月14日得到校(xiao)黨委批(pi)復,啟動(dong)大(da)會(hui)的(de)籌備(bei)程(cheng)序,給各分工(gong)(gong)會(hui)發出了向(xiang)代表征集(ji)提案(an)的(de)通(tong)知。代表們圍(wei)繞學(xue)校(xiao)發展、人事(shi)制度(du)改革以及教職工(gong)(gong)所關心的(de)問題,認真思考,深入調研(yan),廣泛聽取意見(jian),負責任(ren)地提交(jiao)每一(yi)個提案(an)。

  截至(zhi)3月25日,本次雙代(dai)會(hui)共收(shou)到99份(fen)提(ti)案表(biao)(見(jian)附件2)。分為教學(xue)、科(ke)研、學(xue)生、人(ren)事、行政教輔、生活服務及(ji)其(qi)它等方面(mian)。會(hui)后(hou),提(ti)案工(gong)作(zuo)委員會(hui)將本著務實(shi)革新(xin)精神,對代(dai)表(biao)們提(ti)出的提(ti)案進行歸類(lei)整理,認真討論研究是(shi)否(fou)立案,同時送校領導批(pi)示,提(ti)交(jiao)相關(guan)職能部門落(luo)實(shi)辦理。
